Stuart has worked in the rail industry in a mix of roles, primarily in commercial and operational areas in the North East and North West of England. He joined the Strategic Rail Authority in 2002 and was asked to resolve the many issues in the ailing West Coast Main Line project.
In 2005, he moved to the Department for Transport, where he retained West Coast Main Line responsibility until its completion in late 2008. Recently, he has taken charge of all major rail investment schemes outside London. These include the replacement of all Inter City trains, Birmingham New Street rebuilding, and the upgrading of the Great Western and East Coast routes.
He was awarded the OBE in January 2010.
