Stuart has been a Trustee of Groundwork Leeds since the early 1990s and was appointed Chairman in 2006. In 2007 he was elected to the Federation Board and is now Vice-Chair.
Stuart has worked in the rail industry in a mix of roles, primarily in commercial and operational areas in the North East and North West of England, often with significant staff responsibilities. He moved to the Strategic Rail Authority in 2002 and was asked to resolve the many issues in the ailing West Coast responsibility until its successful completion in late 2008. Recently, he has taken charge of major rail investment schemes outside London and the South / West. These include the replacement of all InterCity trains, Birmingham New Street rebuilding, and the upgrading of the rail network across the North of England.
In 1977 Stuart wrote the 'Rail Atlas of Britain and Ireland', the standard reference work of the current rail and metro networks. 41 years on, this is now in its 14th edition and has over 150,000 copies, In 2010 he was awarded the OBE.
