Groundwork has now been involved in the development of 17 successful votes for Business Improvement Districts (BIDs) since the legislation was first introduced in 2004 following the recent success with the West Chester Commercial BID. These projects have secured £14million of sustainable investment for important retail and commercial locations, with the strong prospect of this figure continuing to increase in coming years. Groundwork's managed BIDs deliver safer, more attractive trading environments, whilst supporting retailers to increase footfall and attract more customers.
Groundwork's longest running BID on Winsford Industrial Estate has been through three votes since 2005, each time receiving approval from between 89% and 92% of businesses. Over this period, Winsford Industrial Estate has grown 18% on the back of increased business confidence in the trading environment. The value of business rates collected from this 18% increase in the size of the estate is equivalent to nearly £1million per annum for the local authority, whilst the number of jobs across the industrial estate has increased by nearly 20%.
The 17 successful votes for BIDs include retail locations such as Northwich Town centre, which was approved as a BID in 2014. Since the establishment of the BID, Groundwork has worked with businesses, Cheshire West and Chester Council and Northwich Town Council to deliver a range of image enhancement projects, additional events and business support projects that have benefited retailers and businesses across the town. Key successes to date include dramatic reductions in crimes such as shop lifting, increased sales of between 20% and 100% on key event days along with the opportunity for retailers and businesses to have their voice heard during a time of significant change as Northwich undergoes a £100million regeneration programme.
The work delivered by Groundwork on BIDs has demonstrated the tangible benefits delivered through this private sector led investment approach towards regeneration. Groundwork manages four existing BIDs in Cheshire supporting more than 700 businesses who employ in excess of 13000 staff.
Groundwork is also taking forward new BIDs across the Northwest through delivery of BID feasibility studies and BID development programmes. These are expected to see further votes in 2018 and 2019 for BIDs in town centres, market towns and business park locations.
