Groundwork is working with the Community Led Homes partnership to deliver the Community Housing Fund – a growing movement of people across the UK taking action and managing housing projects that build and maintain affordable homes in their local area.

The Fund aims to support an increase in housing supply in England, by increasing the number of additional homes delivered by the community led housing sector; to provide housing that is affordable at local income levels creates a way that people and communities can come together to solve their own housing challenges and provide high quality and affordable homes.

The homes are managed or owned by the community in the way they want and the various funding streams will help communities access support and build a lasting movement.

Start up support programme

The Start-Up Support Programme aims to help groups of local people to develop their own community led housing solutions. The grant programme is targeted to support the earliest stages of a community led housing group’s development and help community led housing projects at an early stage to explore options, to enable community led housing solutions to become a reality.

Registered provider

The Becoming a Registered Provider/Investment Partner Programme aims to help community-led organisations progressing community-led projects to gain the support and funding they require to become a Registered Provider (RP) with the Regulator of Social Housing and/or an Investment Partner (IP) with Homes England.

Enabler HUBS

The Enabler Hub Grant Programme aims to expand the network of Enabler Hubs – regional organisations supporting community led housing groups to deliver projects, particularly those likely to bid to Homes England or the Greater London Authority (GLA) for the Community Housing Fund.

The Community Housing Fund is funded by the Department for Levelling Up, Housing and Communities and established by Community Led Homes, which is run by four leading community-led organisations: Confederation of Cooperative Housing, Locality, National Community Land Trust Network and UK Cohousing.

Revenue Programme 2021/22

The programme awarded grants to help cover the revenue costs of project-specific activities that will support the development of Community Led Housing proposals. The programme is aimed at schemes which can prove their deliverability and are at the later stages of pre-development.

The programme is funding pre-development work so that schemes can complete the work required to progress the scheme towards:

  • Submitting a planning application, and/or
  • Submitting a capital funding bid, and/or
  • Getting to start on site.

The programme is not suitable for groups who are just forming and need start-up support, or schemes that are at an early stage of pre-development. If you have a Community Led Housing project that is at an earlier stage, please contact your nearest Enabler Hub to see what support they offer you.
