Groundwork Cheshire, Lancashire & Merseyside (Groundwork CLM), as the accountable body for the Gadbrook Park Business Improvement District (BID), invites tenders for the provision of professional security guarding services.

Gadbrook Park is a thriving business community situated in Northwich, Cheshire, hosting various businesses that require a high standard of security to safeguard their employees, property, and assets.

The Gadbrook Park BID successfully secured a further five-year term following a ballot in 2024, enabling it to continue delivering an enhanced range of services to its businesses, including robust security provisions. The chosen contractor will play a critical role in delivering these services, ensuring the safety and security of the park during designated hours.

The security contract will encompass fixed guarding services during nights, weekends, and bank holidays, as well as key holding, alarm response, and patrol monitoring duties. The service provider is expected to meet the requirements detailed in this document to ensure a secure and professionally managed environment.

Scope of Services

The successful service provider will be responsible for delivering a range of security services at Gadbrook Park, including but not limited to the following:

Security Guarding

  • Hours of Operation:
    • Monday to Friday: 7:00 PM to 7:00 AM.
    • Weekends and Bank Holidays: 24-hour coverage, split across shifts as required.
  • Guard Patrols:
    • Guards must carry out a minimum of three (3) patrols per 12-hour shift, ensuring that all key areas of the business park are checked regularly.
    • A digital clocking system must be utilised to log patrols, and reports should be made available to Groundwork CLM on a monthly basis for review and audit purposes. The clocking system should provide detailed time stamps for each patrol and must be resistant to tampering.
  • Security Hut Base:
    • Guards will be stationed in a security hut that serves as their operational base. From here, they will monitor the site and respond to incidents.
    • The hut is leased by Groundwork CLM and core provisions will be provided (and monitored) for the appointed supplier – power, water, WC and heating. The appointed supplier is expected to support Groundwork by carrying out maintenance checks and reporting issues in a timely manner.

Key Holding and Alarm Response

  • The service provider will deliver a comprehensive key holding service, securely managing keys for companies at the business park. This includes responding to any alarms or security breaches outside of normal business hours.
  • Guards should be trained to respond to alarms and must have a structured process for coordinating with the businesses and emergency services where necessary.
  • All responses must be logged in an appropriate system and reported to Groundwork CLM on a monthly basis for review and audit purposes.

CCTV and ANPR Monitoring (Optional)

  • Gadbrook Park is equipped with an advanced CCTV and ANPR (Automatic Number Plate Recognition) system to monitor vehicle access and security incidents.
  • Guards with SIA CCTV Operator licenses are highly desirable. Such personnel will have access to live video feeds and the ability to monitor footage.
  • Where applicable, CCTV-trained officers will be expected to proactively identify and respond to any suspicious activities observed via the system.

N.B.

The CCTV & ANPR system for Gadbrook Park is managed and controlled via our existing secure remote control centre with periodic checks and the ability to review past footage when required. To enhance the service provided to Gadbrook Park, Groundwork CLM are looking to invest in a control station to provide access to onsite security staff – live footage only, to enable this service we would require Security Guards with the addition of a CCTV Operator licence. This is not a requirement for submitters, however it will form part of our cost analysis.

Incident Reporting and Escalation

  • Guards must maintain detailed incident logs for all occurrences during their shifts, including suspicious activities, security breaches, and alarm responses.
  • A clear escalation procedure should be in place for serious incidents, including coordination with the relevant authorities and Groundwork CLM management.
  • Monthly incident reports, alongside the patrol logs, must be submitted to Groundwork CLM.

TUPE Considerations

The Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply in this contract. The existing provider currently employs security personnel, and these staff may transfer to the new contractor. Bidders should be familiar with their obligations under TUPE and must demonstrate an understanding of how they will manage the transfer process and protect employee rights.
