Groundwork is working with local partners to consult on a proposed Community Wealth Fund for Scout Moor II, with the goal of ensuring the fund is community designed and community led.

Delivered in Partnership
This project is delivered in partnership with Cubico Sustainable Investments (Cubico), who have commissioned Groundwork as an independent and impartial community partner to design and develop the Community Wealth Fund proposal.
It builds on the principles set out in Cubico’s Community Benefit Charter for Scout Moor II, which outlines commitments to transparent engagement, investment in local priorities and the creation of an independent community trust to manage the Fund in the long-term.
Our role is to ensure that the process is open, fair and community-led, helping to lay the foundations for a fund that reflects local priorities and delivers lasting benefit for generations to come.
We want to hear from everyone who is part of the communities surrounding the proposed wind farm. Over the coming months, we will be hosting a series of events and conversations to understand local priorities and gather ideas on how the fund could best support them.
Background
The Scout Moor II Community Wealth Fund has been proposed by Cubico, an established renewable energy developer with a strong presence in the UK and a team based in Greater Manchester.
Cubico is bringing forward Scout Moor II, a proposed onshore wind farm located between Rossendale and Rochdale.
If approved, the scheme would generate up to 100 MW of clean electricity, enough to power around 100,000 homes each year, and deliver significant environmental and community benefits, including a major programme of moorland restoration.
If the project goes ahead, Cubico has committed to creating a long-term Community Wealth Fund so that the benefits of the wind farm are shared locally with the people who live and work nearby.
The fund would be based on the greater of £6,000 per megawatt of installed capacity or 3% of annual project revenues, whichever is greater. On the basis of the current 100 MW scheme, this would equate to over half a million pounds per year.

About the Community Wealth Fund Consultation
We’re inviting local residents, community groups and organisations to share their views on:
- how the fund should be governed and managed
- what local priorities it should support
- how local people could be involved in decision-making
Following the consultation, Groundwork will make independent recommendations setting out how communities would like the fund to operate once the wind farm becomes operational. These recommendations will inform the creation of an independent local body to oversee the fund in the future, ensuring transparency and accountability.
Where local groups have immediate needs or opportunities for action, Groundwork will offer advice and signpost to other sources of support.
Please note: our engagement activities focus on the proposed Community Wealth Fund, not on the wind farm development itself.
